New Zealand captain Melie Kerr chose to bowl first but another downpour began shortly before play was set to start at 16:00.
The umpires held a further inspection but play was called off at 16:45. England won a tense opener at Chester-le-Street by one wicket and the three-match series concludes at Cardiff on Saturday. The series is followed by three T20s, the format in which the White Ferns are defending world champions.
