Does it have anything to do with George Pickens? That's harder to say. The reality is that the Cowboys seem to have just wanted to sign a couple of veteran pass catchers, announcing deals with both Marquez Valdes-Scantling and Tyler Johnson.

The Cowboys signed Valdes-Scantling to add a speedy veteran WR to their room. It likely has very little to do with concern over Pickens, although in the world where there is real reason for concern, signing MVS and Johnson helps a little but not a lot. At this point, Valdes-Scantling is a relatively unexciting but known commodity.
